Philippines President Ferdinand Marcos Jr has proclaimed a disaster situation - the threshold of which involves numerous deaths, widespread structural damage, and disruption to means of livelihoods and the normal way of life for people in the affected areas.

This powerful storm, known locally as Tino, ripped through the heavily populated island of Cebu, inundating whole settlements and carrying vehicles down roads.
